Village of Downers Grove Report for the Village Council Meeting
The Village Council is considering the establishment of Special Service Area (SSA) #14 for the Talon Preserve Subdivision. This SSA would serve as a safeguard to maintain the subdivision's common detention areas if the homeowners' association fails to do so. The SSA would allow the Village to levy a special tax on property owners for the maintenance of common areas, with a proposed maximum annual rate not exceeding 3% of the property's equalized Assessed Value (EAV). A public hearing is scheduled to consider the creation of the SSA, and notices will be published and mailed to property owners within the proposed area.

The process involved a Solid Waste Request for Proposal (RFP), its release, and subsequent negotiations with Republic Services, LRS, and Groot, based on an All-Inclusive Program. The All-Inclusive Program includes options for households to select refuse and recycling cart sizes, senior discount pricing, disposal allowances for additional refuse, bulk items, and white goods without stickers. It also covers the elimination of Amnesty Day and the option to add organics/yard waste carts, with year-round service provided by each provider, who also proposed programs for household hazardous waste and electronics recycling.
